THE POSITION
Assist in the delivery of library services in areas including reference, reader's advisory, and programming, e.g. story hour. Duties include: perform technical and clerical library duties according to established procedures; answer and resolve questions and disputes; lead/train subordinate staff and participate in their selection/evaluation; operate a personal computer and/or typewriter to prepare correspondence, forms, flyers and statistics; establish, maintain, and revise files; prepare and process bills and invoices; and perform other work as required. Current vacancy is a full-time position in Youth Services at the Central Library; however, the eligibility list established from this recruitment may be used to fill future full-time vacancies in other divisions. This employment list could be used for up to two years.
EMPLOYMENT STANDARDS
Knowledge of: Library practices, terminology, components, and services; principles of lead supervision; modern office procedures, methods, computer equipment and productivity software; basic mathematical principles; English usage, spelling, punctuation, grammar; and basic supervisory skills.
Ability to: Operate standard office equipment including typewriter, microfilm reader/printer, and copier; operate personal computer including productivity software; assist with use of computer programs and the online public access catalog; do general reading; complete forms, keep accurate records, and make basic mathematical computations; collect, organize, and prepare routine and special statistics; learn bibliographic search techniques using computer databases, catalogs, and indexes; use a wide variety of library reference tools and indexes including print and online sources; perform a variety of routine library assignments according to established procedures; hire, train and direct the work of library shelvers; relate in a friendly and open manner with library patrons; present rules, regulations, and procedural information; and assist patrons in materials selection. The ability to speak Spanish is highly desirable.
License Requirements: May be required to possess a valid California driver's license.

EMPLOYMENT REQUIREMENTS include satisfactory completion of; reference check, fingerprints and a police record check. A PROBATIONARY PERIOD of one year must be satisfactorily completed for all Classified positions. The probationary period is regarded as a continuation of the testing process, during which time an employee may be rejected at any time without cause and without the right of appeal to the Civil Service Commission. An employee who changes from full-time status to part-time becomes an Unclassified / At-Will employee.
SALARY AND BENEFIT INFORMATION

THE SALARY RANGE consists of five steps, each representing an increase of approximately five percent. Appointments are normally made at the first step of the salary range. STEP INCREASES, through the top salary step, are tied to job performance with annual performance reviews. Employees receive annual performance reviews.
THE FOLLOWING BENEFITS may vary and are subject to collective bargaining agreements:
- Vacation is accrued at ten days per year increasing with City service.
- Four Personal Leave Days (32 hours) are provided at the start of each fiscal year (prorated the first year).
- Nine Holidays (72 hours) are observed per year.
- Sick leave is accrued at the rate of one day per month.
- Retirement – PERS, 2.7% @ 55. The City does not participate in Social Security.
- Insurance including health, dental, vision, and psychological benefits are available under a group plan. The City contributes to the employee's premium which, depending upon the coverage selected, may provide for the entire employee's premium and some contribution towards Employee + One coverage.
- Life Insurance City-paid term life insurance is provided.
- Employee must pay an amount equal to 1.45% of salary toward Medicare. An equal amount is paid by the employer.
- A Uniform allowance or uniforms may be provided by the City.
- Deferred Compensation Savings Plans (457) are available to employees through a deferred compensation program and a Credit Union.
- Educational Reimbursement Program of up to $1,000 per fiscal year after one year of employment.
- Employee Mortgage Loan Assistance Program (EMLAP) provided by the City for first-time home buyers on the south coast of Santa Barbara County. The City is also a member of the Coastal Housing Partnership, which offers home loan assistance and rental reductions.
UNION AGENCY SHOP
This classification is represented by Service Employees International Union (SEIU), Local 620, which has an agency shop agreement with the City of Santa Barbara in its Memorandum of Understanding. As a result, each employee in the Unit shall be required to: 1) join the union and pay full union dues, 2) not join the union and pay the agency shop fee, or 3) pay the agency shop fee to a charity if member of religious organization which forbids union membership.
